Overview
Yongqing Bao advises governments and private parties on trade and investment issues, strategies for negotiating international trade agreements, and EU law. He is a qualified Chinese lawyer who has been practicing international trade and EU customs law in Brussels for more than 10 years.
Yongqing has a particular focus on China, having represented Chinese clients on more than 60 multijurisdictional trade defense and customs investigations. He has also advised clients in several investment-related projects in China and Europe.
With his extensive knowledge of all aspects of trade remedy (anti-dumping, anti-subsidy, and safeguards) proceedings, Yongqing is well-equipped to assist clients during on-spot verifications, in the preparation of questionnaire responses, and in the negotiation of undertakings. He regularly represents private and public bodies before the EU courts in Luxembourg in trade remedy, public procurement, and EU internal market disputes.
Yongqing also has broad experience with EU customs rules and procedures regarding product classification and origin, duty suspension, tariff quota, and export controls, as well as other EU regulatory matters.

Areas of Work
Representative Matters
- Advised one of the largest glassmakers in the world in responding to the EU anti-dumping and anti-subsidy investigations on imports of solar glass from China. Soon after the anti-dumping measure was imposed on the client’s imports as a result of the investigations, we advised and represented the same company in challenging the measure before the General Court of the European Union, securing the annulment of the measures. The European Commission appealed the General Court judgment to the Court of Justice and the representation of the company in the appeal proceeding is underway.
- Advised a major solar company in challenging the HM Revenue and Customs decision of duty recovery concerning the imports of solar panels into the UK by its subsidiary between 2013 and 2014.
- Advised a large Chinese solar panel producer in challenging the EU Commission’s decision to withdraw its undertaking arrangement in the framework of EU anti-dumping and countervailing measures against imports of solar panels from China.
- Advised a solar energy inverter distributor and its parent company in China to respond to the damage claims of its customer in Belgium related to the devices that were sold to the customer before the commercial court in Belgium.
- Advised a handling material producer in applying for binding origin information before the EU customs and in responding to the customs post-clearance investigations.
- Advised a major European packaging material producer in setting up an internal customs compliance tool with respect to product classification and non-preferential and preferential origin determination.
- Advised a number of steel mills in responding to the EU anti-dumping investigation and subsequent anti-absorption investigation on imports of stainless steel cold-rolled flat products from Taiwan.
- Assisted in advising one major steel mill and one user in the EU anti-dumping investigation on imports of grain oriented electric steel from a number of countries, including South Korea.
- Worked as in-house counsel in an international association of professionals in investment sector under secondment arrangement.
- Advised a major paper producer in Southeast Asia in the first EU anti-subsidy proceedings against China and assisted in the appeal to the General Court of the European Union. We also counseled the same company in coping with a commercial litigation matter in France deriving from uncertainty in the product scope subject to the anti-dumping and anti-subsidy measures.
- Advised a Hong Kong based trading company in pursuing debt collection in Czech Republic, in collaboration with local counsel in Prague, and in handling the corporate dispute within its related German entity, in collaboration with German local counsel.
- Advised a Chinese sweetener maker in negotiating price undertaking with the European Commission in the framework of EU anti-dumping investigation on imports of Ace K from China.
