Scott M. Richey is an associate in Steptoe's Washington office, where he is a member of the Intellectual Property Group.  Mr. Richey focuses his practice on patent litigation while also handling litigation involving trade dress and trademarks, representing clients before federal district courts throughout the United States.  He has a strong technical background in optics and photonics, physics, computational physics, and interferometry.

In addition, Mr. Richey represents clients before the US Patent and Trademark Office, including the Patent Trial and Appeal Board (PTAB).  He assists clients in patent drafting and prosecution, and he counsels clients on strategic intellectual property issues and patent portfolio development.  Mr. Richey has been involved with numerous inter partes reviews and reexaminations.

Mr. Richey is a pilot with a passion for electronics, such as avionics, remote sensors, and the Internet of things.  He handles matters involving a variety of technologies, including cryptography, mechanical apparatus, radiation treatment methods and radiation delivery systems, medical devices, tire pressure monitoring systems, telephony, and wireless communications, as well as database, server, and email systems.

Prior to joining Steptoe, Mr. Richey served as a patent examiner at the US Patent and Trademark Office, where he examined applications in the technical areas of optical measuring and testing, cloaking, image analysis, medical devices, and optical interferometry.  He also served as an extern for The Honorable Clayton Greene, Jr. at the Court of Appeals of Maryland and interned at the Naval Surface Warfare Center at Indian Head, Maryland.
