Overview
Pete Jeydel guides clients on the complexities of US export controls, economic sanctions, and other areas at the intersection of international trade and national security. His focus is on understanding clients’ objectives and helping them navigate legal, commercial, and reputational risks under the Commerce Department’s Export Administration Regulations (EAR), the State Department’s International Traffic in Arms Regulations (ITAR), and the economic sanctions of the Department of the Treasury’s Office of Foreign Assets Control (OFAC).
Pete has years of experience with day-to-day compliance counseling in these sensitive regulatory areas, compliance program development, and investigations, disclosures, and enforcement actions.
His clients span a variety of industries, including aerospace and defense, technology, cybersecurity, financial services, telecommunications, manufacturing, agriculture, oil and gas, metals and mining, tourism/hospitality, real estate development, non-profit, and others. He has been deeply involved with issues related to Russia, China, Cuba, Venezuela, Iran, North Korea, Central Asia and the Caucasus, Myanmar, Lebanon, Syria, Libya, Pakistan, Afghanistan, Belarus, and Zimbabwe.
Prior to joining Steptoe, Pete helped to develop and coordinate US interagency policy on Central Asia for the Office of the Secretary of Defense (OSD).

Representative Matters
- Conducted a global audit of Airbus' commercial and defense-related businesses as part of a monitorship requirement imposed on the company in connection with a consent agreement with the US Department of State, Directorate of Defense Trade Controls to settle allegations of export control violations under the International Traffic in Arms Regulations (ITAR).
- Counsels a US-based manufacturing company on export controls and sanctions matters arising throughout its global business, including assisting with numerous voluntary self-disclosures, and guiding large-scale reevaluations of thousands of product classifications both internally and through commodity jurisdiction and classification (CJ and CCATS) requests.
- Counsels a China-based global technology company on complex issues of US export controls and other national security regulatory matters.
- Guided a UK-based global satellite company on sanctions issues in connection with the closing of an acquisition.
- Conducted a comprehensive ITAR compliance program audit of certain business units of a large non-US aerospace and defense company.
- Assists a large non-US mining company in developing and implementing an enhanced sanctions compliance program.
- Helps a US technology company in assessing and addressing supply chain risks relating to parties subject to export controls and sanctions restrictions.
- Advises non-profit organizations on US export controls and sanctions compliance in connection with humanitarian and educational activity in North Korea, Cuba, Syria and other embargoed countries.
- Assists civil nuclear power companies and contractors with compliance with US export controls applicable to that industry.
- Advises a US telecommunications company that has been considering a variety of ambitious business activities in and related to Cuba on economic sanctions and export controls issues.
- Provides guidance to a US company seeking authorization to import commodities from Cuba into the United States.
- Represented a Myanmar-based individual and related business entities seeking removal from OFAC's sanctions list.
- Represented individuals sanctioned by OFAC under the Kingpin Act for alleged money laundering activities in Lebanon and South America.
- Counseled a European oil and gas company with large investments in an embargoed country with both day-to-day and strategic US legal compliance issues.
- Helped conduct anti-corruption investigations involving mining activities in Pakistan, Indonesia and the Democratic Republic of the Congo and handle related discussions with the SEC and DOJ.
- Has been involved in matters before the Committee on Foreign Investment in the United States (CFIUS).
